Vision

Lao PDR is highly vulnerable to climate change — particularly floods and droughts, caused by greenhouse-gas emissions into the atmosphere that have raised average temperatures in recent years. More intense and more frequent climate change is a challenge that affects the health and livelihoods of people, as well as socio-economic development. Without appropriate adaptation measures, the number of people affected by floods each year is projected to double — to around 80,000 by 2030. Developing a National Adaptation Plan is therefore necessary and important for Lao PDR, serving as a basis for implementing adaptation work to reduce climate-change impacts. The plan sets out a range of medium- and long-term adaptation measures that can be updated and further developed over time, in line with the country's specific conditions.
