MEL Overview

Monitoring, Evaluation, and Learning (MEL) is the systematic tracking of implementation and performance that helps to understand if progress is being made and identify problems and that consequently informs decision making. It monitors the progress of adaptation activities and the impact of these activities on reducing vulnerability; enhancing the adaptive capacity of economic, social, and natural systems; and improving living standards for communities affected by climate change.

For NAP Process, MEL is important for the implementation of policies, master plans, plans, and investments to adapt to climate change at all levels with primary aim of a MEL system is to provide a structured approach to monitor progress, evaluate results, and facilitate learning for NAP processes and their activities to effectively achieve their intended results.

Figure 2 illustrates how MEL take place throughout NAP processes. Monitoring takes place through the ongoing collection and analysis of information to track the progress of NAP processes; evaluations occur at strategic points throughout NAP processes; and learning is an ongoing process throughout the MEL cycle that informs planning and implementation.

The NAP of Lao PDR highlights the importance of establishing frameworks to monitor and evaluate the progress of planned activities across all sectors and institutions. It mandates the establishment of a MEL system for climate change adaptation actions. This system is designed to track the delivery of agreed activities, assess their effectiveness in reducing vulnerability, and provide an opportunity for learning and adaptive management. The MEL system is also relevant to the ongoing update of Lao PDR’s NDC, with its adaptation section aligning with the NAP process and being reflected in the M&E system. Both the NDC and the NAP include provisions for MEL and anticipate a progress report on the NAP process to be compiled every 3-5 years.

Based on the objectives and activities of the NAP, ministries, sectors, and localities are tasked with developing and implementing specific and detailed activities to effectively implement the NAP. Regarding MEL, Ministry of Agriculture and Environment, in collaboration with the National Environment Committee (NEC), is responsible for MEL of the NAP implementation, reporting to the government office. Ministries and sectors are responsible for MEL of the implementation and performance of sectoral-level activities within their assigned functions and tasks.

Sectoral target and Indicators

The Lao PDR’s NAP has over 290 targets and indicators across 9 key sectors.

The targets and indicator have been prioritized through the sectoral stakeholder consultation workshops as follows:

  2. Education (12 of 30 indicators - 210,000 USD / 1,680,000,000 KIP)
  3. Tourism (5 of 10 indicators - 75,000 USD / 600,000,000 KIP)

  5. Water Resources (13 of 50 indicators - 315,000 USD / 2,520,000,000 KIP)
  6. Public Works and Transport (20 of 50 indicators - 350,000 USD / 2,800,000,000 KIP)
