National Climate Change Coordination Mechanism (NCCCM)

NCCCM will serve as a strategic framework to address the challenges posed by climate change through coordinated efforts among various stakeholders, including line ministries, civil society organizations (CSOs), international agencies, and the private sector. This mechanism will serve as a platform for enhancing the country’s resilience and capacity to effectively manage climate-related impacts and reduce greenhouse gas emissions (GHGs).  The key element of NCCCM consists of the following:

Climate Change Focal Point

The Department of Environment, Ministry of Agriculture and Environment, as the focal point in the country, plays a significant role in coordinating concerned stakeholders relevant to climate change activities, implementation of national policies and strategies, collect and analyse data related to adaptation and mitigation measure, lead the preparation report, such as National Adaptation Planning (NAP), National Communication (NC), National Determinate Contribution (NDC), and Biennial Transparency Reporting (BTR) and submission to the UNFCCC

Climate Change Technical Working Group (CCTWG)

The CCTWG comprises representatives from various line ministries at the central, provincial, and district levels, civil society organizations (CSOs), international organizations, the private sector, and academia. The CCTWG aims to strengthen the NCCCM by sharing knowledge and experience on climate change, capacity building, addressing urgent issues, and providing policymakers with information to address climate change and environmental concerns.

Legal framework

Support the development, improvement, and implementation of national climate strategies and plans, including policy change strategy, NDCs, NAP, NC, and BTR. In addition, it ensures that climate change considerations are mainstreamed into national and sectoral development plans, encompassing agriculture, forestry, energy, industry, transportation, urban development, water, health, and education.

Capacity building

Strengthening capacity on climate change for the line ministry, civil society, the private sector, and local communities to address climate change through training workshops, public awareness campaigns, and stakeholder consultations, ensuring inclusive climate action.

Accessing Climate Finance

Collaborate with the Ministry of Finance and other concerned line ministries to mobilize international climate fiancé: Green Environmental Facility (GEF), Green Climate Fund (GCF), Adaptation Fund (AF), and bilateral donors. In addition, provide technical support for project proposal development and ensure alignment with national priorities.
